Visiting Nurse Associations of America Thanks Reps. Price and McGovern for Introducing Legislation to Delay Pre-Claim Review

The Visiting Nurse Associations of America (VNAA) today applauded Representatives Tom Price, MD (R-GA) and Jim McGovern (D-MA) along with introductory cosponsors Kenny Marchant (R-TX), and Mac Thornberry (R-TX) for introducing the “Pre-Claim Undermines Seniors’ Health (PUSH) Act” (H.R. 6226).  The bill would require the Centers for Medicare & Medicaid Services (CMS) to delay its Home Health Pre-Claim Review demonstration program for at least a year so that a comprehensive analysis of the program’s impact on home health services can be completed.

Visiting Nurse Associations of America Applauds CMS's Decision to Delay Home Healthcare Pre-Claim Review Expansion

The Visiting Nurse Associations of America (VNAA) today commended the Centers for Medicare & Medicaid Services’ (CMS) decision to delay implementation of the Home Health Pre-Claim Review Demonstration to additional states including Florida, which was originally scheduled for October 1.  CMS’s announcement follows repeated warnings from home health leaders and bipartisan lawmakers that the Pre-Claim Review Demonstration needs additional review and clarity before CMS expands to other states, as planned.

The Visiting Nurse Associations of America (VNAA) and the Alliance for Home Health Quality and Innovation (the Alliance) are extremely disappointed that the Centers for Medicare & Medicaid Services (CMS) dismissed the comments and concerns of 122 Members of Congress and almost 250 different health care service providers -- physicians, hospitals, home health -- and pushed forward a prior authorization demonstration for home health care in five states.

VNAA Announces New Purchasing Program for Members

VNAA is restructuring its current Member Value Plan (MVP) to a new program called the VNAA Purchase Clinic Program. The new program's online contract marketplace and support staff will provide enhanced access and utilization of the MedAssets group purchasing program. The program was restructured and re-launched in an effort to add more value and benefit for VNAA members. Moving forward, it will include additional staff and technology to translate the value of the MedAssets contract portfolio into realized savings.

Patient Access to Home Health Undermined by CMS Cuts

The Centers for Medicare and Medicaid Services (CMS) will slash funding and reduce services for vulnerable patients to access the Medicare home health benefit, despite substantive arguments from VNAA and other home health industry organizations, patient advocacy groups, providers and a bi-partisan group of over 193 members of Congress. Fifty-one senators and 142 representatives signed on to two letters to CMS raising serious concerns about the home health benefit and its proposed implementation of the rebasing provision.

Proposed Medicare Rule for Home Health Will Jeopardize Access to Care

In comments submitted to the Centers for Medicare and Medicaid Services (CMS) on Aug. 26, the Visiting Nurse Associations of America (VNAA) strongly opposed a proposed rebasing plan that would cut the Medicare home health benefit by 14 percent from 2014 to 2017, with a 3.5 percent cut each year.
