M. Kate Rolf is a senior healthcare executive with over 15 years of leadership experience, which is complemented by her master in business administration, certification as a Home Care Executive, fellowship from the American College of Healthcare Executives, and licensure as a New York State Nursing Home Administrator.
Her vast experience in home care, long-term care, managed long term care, service line consolidations, and community medicine has gained her leadership positions throughout Central New York, most recently as the President and Chief Executive Officer at Home Care of Central New York, Inc. in Syracuse, New York.
Her strengths in strategic planning, financial management, streamlining operations, and customer service have brought great success to this home care agency. Since joining Home Care of Central New York in June 2011, Kate’s leadership has:
- Strategically realigned eight separate home and community-based service organizations into a regional home and community-based system, improving efficiencies and eliminating duplicate services
- Developed a large scope rebranding and marketing campaign
- Increased patient census by over 90%
- Improved financial outcomes by over 110%
- Developed and implemented a Medicaid Managed Long Term Care Plan, which operates in 41 Upstate counties, with expansion pending in 7 additional counties
- Kate was apointed to the MRT Managed Long Term Care Implementation and Waiver Redesign Work Group, and the MRT Managed Long Term Care Plan Implementation Team, and the Transparency, Evaluation & Health Information Technology Workgroup
Prior to joining Home Care of Central New York, Inc., Kate served as Executive Director of Home Care Services of Faxton-St. Luke’s Healthcare in Utica, New York from 2001 through 2011, where she oversaw the home care service line. This included a certified home health agency with a long term home health care program (Visiting Nurse of Utica and Oneida County), a licensed home care services agency with durable medical equipment (Mohawk Valley Home Care), and a managed long term care plan (Senior Network Health). Accomplishments and creations while there included:
- Team leadership for successful submission of a $31.3 Million HEAL grant. Project administrator for initial implementation of the project
- Consolidation and restructure of organization’s three home and community-based service programs under one management structure to facilitate decision-making, reduce overhead, increase staff involvement and responsibilities, and enhance communication
- Extensive work plan outlining objectives and action items developed to address immediate quality needs of all programs
- Standardized budgeting system all organizations
