Why Five Star Strategies?

Home health agencies are measured on a variety of process and outcome performance measures by the Centers for Medicare and Medicaid (CMS). Results are publicly reported on the Home Health Compare website and designed to encourage patients to choose home health care services based on quality and performance.

CMS requires home health agencies (HHA) to report multiple quality measures and to survey patients on their experience with the HHA using the Home Health Consumer Assessment of Health Care Providers (HHCAHPS) survey. Nine of the Home Health Compare measures are summarized in a single quality of patient care "star rating"’ Patient experience survey results are also summarized into a star rating. Other purchasers, such as insurers and Accountable Care Organizations (ACOs), increasingly use performance measures to guide contracting decisions.
This VNAA Blueprint for Excellence module examines approaches to improving home health agency operations, focusing on the Star Ratings reportable metrics. The strategies for improvement focus on the five categories of measures that align with Home Health Compare, as well as strategies to improve patient experience as measured in HHCAHPS.
