VNAA advocates for changes in federal regulations on behalf of safety net home health and hospice services on a variety of important issues such as annual home health and hospice update regulations, implementation of the Affordable Care Act, the Department of Labor companionship wage and hour regulations, and regulations related to Medicaid or dually eligible Medicare/Medicaid patients.

In 2012, CMS did not release a proposed rule for hospice but instead did a notice which did not specifically request comments. Other changes to the hospice program were included in the FY 2013 Home Health Propose Rule.
